(The above documents should be submitted with in 15 days of date of appointment through samanwaya portal  by the mnager. The delay up to 6 months be condone by the DDE and delay above 6 months be condoned by the DPI. The rules regarding the approval of appointment are given in Rule 8 Chapter XIV A of KER. The sanctioning authority should pass orders within 30 days from the date of receipt of the appointment order from the manager. The appeal should be submitted within 15 days from the date of receipt of the order. There is no provision for a second appeal. The DPI has revision powers under Rule 8A of Chapter XIV A of KER. 

The Authority to issue Antecedent certificate is  Gazetted officer / MP / MLA Panchayath President/Municipal Chairman in the place of residence. Minimum 3 years Antecedent certificate is necessary .   The date of conduct certificate should be on or before the date of appointment and within 6 months (vide circular No.H2.76926/2009/DPI dated 09.12.2010) )

RULES/NOTES REGARDING APPOINTMENT APPROVAL

  •  KER AMENDMENT (APPOINTMENT OF AIDED SCHOOL TEACHERS): IMPORTANT RULES(KER CHAPTER XX1)
  • 7(1) Subject to rules 43,51A and 51B of Chapter XIVA, the posts of Lower
    Primary School Assistant , and Upper Primary School Assistant sanctioned
    additionally as per item(iii) of rule and and item (iv) of Rule 5 of Chapter XXIII,
    shall be filled up by manager by appointing teachers from among the list of
    protected teachers maintained under the Teachers Bank,with the permission of the
    Deputy Director (Education) concerned.
  •  
  • (2) Subject to rules 43,51A and 51B of Chapter XIVA,the additional posts,
    irrespective of category, on staff fixation shall be filled up by manager by
    appointing teachers from among the list of protected teachers in the Teachers
    Bank,with the permission of the Deputy Director (Education) concerned and by
    appointing teachers otherwise than from the Teachers Bank in the ratio 1:1
    respectively.

  • “(3) (a) Subject to- rules 43,51A and 51B of Chapter XIV A, in the schools opened
    or upgraded during the period from 22nd May, 1979 to 28th January, 2016, except
    in the pre-upgraded section, in addition to the additional posts or vacancies

    among the existing or arising regular vacancies of teachers or non teaching Staff
    shall also be filled up by the Manager by appointing a protected hand from the
    Teachers Bank with the permission of the Deputy Director, Education concerned.

  • (b) Notwithstanding anything contained in sub—rule (viii) of rules 6, Chapter V in
    the Schools opened or upgraded or opening or upgrading on or after 29th January.
    2016, except in the pre upgraded section,all the existing and arising vacancies
    including all additional or new posts shall be filled up by the Manager by
    appointing protected hand from the Teachers Bank with the-permission of the
    Deputy Directer, Education concerned.

  • Note: —“Pre-upgraded- section means the existing Lower Primary or Upper
    Primary section prior to the Up gradation of the school as Upper Primary School or
    High School on or after 22nd May, 1979.”

PROCEDURE TO BE FOLLOWED WHILE MAKING APPOINTMENTS OF AIDED SCHOOL STAFF

The manager of the school is the appointing authority. 3 copies of the appointment order in form no.27  of KER signed by the manager and the teacher should be  forwarded to the educational officer concerned with the following documents within 15 days from the date of joining duty of the candidate.


1.Certificate in original for proving qualifications and date of birth of the candidate with self attested copies .

2.Declaration from the manager to the effect that none has to be absorbed under his or her management by virtue of any rule or order issued by govt.

3. 4.A Declaration from the candidate to the effect that he/she has not been convicted by court of law for any offence involving moral turpitude and no criminal case is pending against him /her.

5.A Declaration from the candidate to the effect that he/she has not been debarred from appointment in any Public Service  by the Public service Commission.

    Universities in Kerala.

    22/05/1979 ന് ശേഷം ആരംഭിച്ച സ്കൂളുകളിൽ കെ.ഇ.ആർ.അധ്യായം 21 ചട്ടം 7 (3a ) പ്രകാരം ഒരു സംരക്ഷിതാധ്യാപകനെ നിയമിക്കേണ്ടതുണ്ട്.

    I've been appointed to upsa post by promotional vacancy.I was informed that,when my senior teacher's post get sanctioned,my post will also get sanctioned and without even any delay. And now senior teacher's post has got sanctioned,but still they are delaying to pass my appointment, without any reason,after all my post is permanent and the school which I'm working is economic.Sir,what am I supposed to do?

    മലപ്പുറം ജില്ലയിലെ തിരൂരങ്ങാടി DEO ഓഫീസിന് കീഴിൽ വരുന്ന Aided ഹൈ സ്കൂളിൽ 2019 -20 അധ്യായന വർഷത്തിൽ അഡീഷണൽ പോസ്റ്റിൽ ജോലി ചെയ്തു വരുന്നു. ഇതുവരെ അപ്രൂവൽ ആയിട്ടില്ല. അപ്പ്രൂവൽ ആദ്യം DEOഓഫീസ് തള്ളുകയും ഡിഡി ഓഫീസിന് അപ്പീൽ നൽകുകയും ചെയ്തിരുന്നു.1:1 പാലിച്ചില്ല എന്നാണ് കാരണം. ഇപ്പോൾ DPI അപ്പീൽ നൽകിയിട്ടുണ്ട്, ഒരു തസ്തിക സ്കൂൾ തുറക്കുന്ന മുറക്ക് സംരക്ഷിത അധ്യാപകനെ നിയമിക്കാൻ വേണ്ടിയിട്ട് മാനേജർ മാറ്റിവെച്ചിട്ടുണ്ട്. ഗവൺമെന്റിന്റെ പുതിയ ഓർഡർ പ്രകാരം എനിക്ക് അപ്രൂവൽ ലഭിക്കാൻ വേറെ എന്തെങ്കിലും തടസ്സങ്ങൾ നിലനിൽക്കുന്നുണ്ടോ?

    ഞാൻ 1999 ൽ HSA Hindi ആയി ഗവ : സർവീസിൽ കയറിയതാണ്.ഇപ്പോൾ സീനിയർ അസിസ്റ്റന്റ് ആണ് .3 തവണ HM in charge ആയി ഇരുന്നിട്ടുണ്ട്.എനിക്ക് ഇതുവരെ H.M പ്രൊമോഷൻ ലഭിച്ചിട്ടില്ല.സീനിയോറിറ്റി ലിസ്റ്റിൽ ഉണ്ടായിരുന്നിട്ടുകൂടി എന്നേക്കാൾ ജൂനിയർസ്‌ എല്ലാം H.M ആയി.ഞാൻ 1991 ൽ ഡിപ്ലോമ ഇൻ ഹിന്ദി ടീച്ചിങ് (L.T.T)ആണ് പാസ്സായിരിക്കുന്നത് . BEd ഇല്ല . എന്നാൽ M.A , SET , MPhil , ഡിപ്പാർട്മെൻ്റ് ടെസ്റ്റ് എല്ലാം ഉണ്ട് . ദയവായി എനിക്ക് മാർഗ്ഗ നിർദ്ദേശം നൽകുമോ ?

    ഞാൻ എയ്ഡഡ് സ്കൂളിൽ UPSA ഹിന്ദി ആണ് . HSA പ്രൊമോഷനു വേണ്ടി IGNOU ബി.എഡ് inservice ആയി ചെയ്താൽ അംഗീകരിക്കുമോ ?ഇപ്പോൾ SSLC , Hindi Praveen , KTETയോഗ്യത വച്ചാണ് കയറിയിരിക്കുന്നത് . കൂടാതെ BA English ഡിഗ്രി ഉണ്ട്. ദയവായി മറുപടി തരണേ .

    3/6/13 മുതൽ 6/6/15 വരെ കോർപ്പറേറ്റ് മാനേജ്മെന്റിന്റെ കീഴിൽ ഉള്ള ഐഡഡ്സ്കൂ ളിൽ ലീവ് വാക്കൻസിയിൽ നിയമന അംഗീകാരം കിട്ടി ശമ്പളം ലഭിച്ചിട്ടുള്ളതാണ്.എന്നാൽ 7/6/15 മുതൽ 6/6/16 വരെ പോസ്റ്റ്‌ ഇല്ലാത്തതുകൊണ്ട് ബ്രേക്ക്‌ വന്നു. ശേഷം 7/6/16മുതൽ ഇതേ മാനേജ്മെന്റിന്റെ മറ്റൊരു സ്കൂളിൽ പെർമെനെന്റ് വാക്കോൻസിയിൽ അംഗീകാരത്തോടെ തുടർന്ന് വരുന്നു.ലീവ് വാക്കോൻസി പീരീഡ്ൽ ബ്രേക്ക്‌ വന്നത് കൊണ്ട് പ്രൊബേഷൻ ഡിക്ലർ ചെയ്തു ഇൻക്രിമെന്റ് എടുക്കാൻ സാധിക്കുമോ?

    ഒരു അധ്യാപകൻ 2018 ഡിസംബറിൽ നിയമിതനായി, അദ്ദേഹത്തിന് 2021 ഏപ്രിലിൽ നിയമന അംഗീകാരം ലഭിച്ചു. ഈ സ്റ്റേ ഓർഡർ ഇത്തരത്തിലുള്ള നിയമനത്തിനും ബാധകമാണോ?

    You seen Court put a stay to the teachers. is this the mistake of the teachers?why judge could not understand the reality?this stay effecting the mental health of the teachers. Is this the judge know how a teacher is getting an appointment in aided school?.school management is making the appointment.If they not following the rules,court should make fine on the management.Court should think Not for stay on already appointed teachers.

      New order came on yesterday from government to fill the vacancies as per the reservations.Like you mentioned most of the teachers who had worked till now may loose the job.It will be a difficult time for students/teachers and management to handle the situation.

    The management not thinking their teachers are getting government approval or not. Management duties only to take huge donation (lakhs of rupees) from each teachers.After getting the money they not supporting the teachers.Teachers who apponited from 2018 still dont have goverment approval.some managers dont know how to upload the forms in samanwaya portal and how to make appeal on rejected applications. These teachers are already lost 3 years without salary. and they willl not get this due salary after the approval. This last 3 years they have worked only for 3000rs to 4000rs monthly salary.They are doing the duties more than the regular teachers and they also doing the marketing of the school for admitting new students in the school. Actually management should do the marketing for their schools,Not by the newly appointed teachers.

    Dear sir I was .appointed as Lpst in an aided uneconomic school from 01-06-2018 to 31-03-2019 and after 28-06-2019 onwards I was again appointed as lpst under the same management in another economic school and still I'm working there . I had submitted proper records to the concerned Edl.authorities and also from the corporate management too to the authorities. Not given my approval till date. But unfortunately this year the concerned AEO declared the above LP school as uneconomic. Dear sir as this is the situation shall I eligible to get my regular approval as lpst as I'm fully qualified teacher? Need your valuable answer. Thank you.
