GOVT SCHOOL TEACHERS PROTECTION: GUIDELINES TO PROTECT GOVT SCHOOL TEACHERS WHO LOST POST IN STAFF FIXATION 2026-27:CIRCULAR NO.H2/14952/2026/DGE DT:20/08/2026

  • Follow-up instructions for protecting and temporarily deploying government school teachers who lost their posts during the 2026–27 staff fixation and could not be adjusted against other regular vacancies in the district.

Deployment Guidelines

  • Primary Teachers (LPST / UPST / Language / Specialist): Excess LPST and UPST teachers will be temporarily adjusted in extra posts created when Headmasters are relieved of class charges (HTV posts) under KER Chapter 23 Rule 1(b) item (iii) and Rule 5 item (iv). Qualified language teachers (with TTC/D.El.Ed for LPST) can also be accommodated in HTV posts. Any remaining primary teachers who cannot be placed in HTV posts will be temporarily deployed as SSK Cluster Coordinators.

  • High School Teachers (HST Core / Language / Specialist): Qualified HSTs will be temporarily accommodated in UPST HTV posts. HSTs who cannot be adjusted in HTV posts will be temporarily deployed as SSK Cluster Coordinators.

  • Seniority & Order of Preference: HTV vacancies must be filled strictly by seniority before deploying any teachers to SSK. Primary teachers must be fully accommodated in HTV posts before HSTs are considered for HTV vacancies.

Administrative & Financial Procedures

  • HTV Deployment: Service books and SPARK records will be transferred to the newly allotted school, which will disburse the teacher's salary.

  • SSK Deployment: Service books and SPARK records will remain at the school where the teacher served up to July 14. Salary will be disbursed from that parent school based on monthly attendance statements from the BRC.

  • Re-allotment to Regular Posts: Deputy Directors of Education (DDEs) must shift temporarily accommodated teachers into the next arising regular vacancies. Vacancies created in HTV posts due to this movement will be filled by teachers currently in SSK.

  • Census Duty & Transfers: Teachers on census duty must also be adjusted under this circular. Teachers temporarily placed in HTV or SSK roles are ineligible for intra-district transfers.

  • Reporting Timeline: All DDEs must submit detailed statistics regarding HTV and SSK deployments within one week.
